The first and second quotes are from The Simpsons, and both are disembodied voices. The first quote is Mayor Quimby's advertisement for his re-election, and the second is Sideshow Bob's advertisement against Mayor Quimby. This is one of my all time favorite episodes because of the lampooning of the republican party. Sideshow Bob calls in on a Limbaugh like TV show and the Springfield republicans (Limbaugh guy, Mr. Burns, McBain, and an alien(?)) like him so much they get Bob outta jail and have him run for mayor against Quimby.
As for the extra credit question, my guesses are as follows: LBJ and either Eisenhower or GB1. But I am positive of LBJ and postitive its not GB2.

The one you missd is actually in the same Simpsons episode. This is where Bart hears on his little radio via headphones that Sldeshow Bob has been relased from prizon. Bart cries out NOOOOO!
